On June 16, China’s Ministry of Finance issued the “Notice on Allocating the 2025 Renewable Energy Tariff Surcharge Subsidy Budget to Local Governments,” announcing the disbursement of the second batch of subsidy funds for 2025 to local power grid companies. According to the document, the total expected subsidy pre-allocated to local grids in 2025 amounts to RMB 7.97405 billion. The first batch of RMB 3.784 billion was already distributed at the end of 2024, and this second batch totals RMB 4.19005 billion.
The Ministry of Finance typically allocates these subsidies in two installments annually, which can be broadly categorized into two parts:
The first part is directly allocated to State Grid Corporation and China Southern Power Grid, who then transfer the funds to power generation companies.
The second part is allocated to local governments, which then transfer the funds to local grid enterprises, who in turn distribute them to the respective power generators.
This batch specifically targets renewable energy projects connected to local power grids and represents the second round of renewable energy tariff surcharge subsidies for 2025.
According to the notice, power grid companies must follow the principles below when distributing the subsidy funds:
1、Priority must be given to fully disbursing subsidies for power generation through the end of 2025 from projects listed in the national photovoltaic (PV) poverty alleviation catalog (poverty-targeted capacity) and distributed PV projects installed by individuals with capacities of 50kW or below.
2、Priority must be given to fully disbursing subsidies for power generation from PV projects that were selected through competitive bidding in 2019, and for projects from 2020 onwards that meet the disbursement criteria under the “spending based on revenue” principle, for the electricity generated during 2022–2024.
3、For nationally designated PV “Top Runner” projects and centrally recognized village-level PV poverty alleviation projects built under policies similar to the national standard, 50% of the subsidies for electricity generated between 2022 and 2024 must be prioritized.
