On October 16, 2025, Shaanxi Forestry Industry Group Co., Ltd. and Beijing Weilan New Energy Technology Co., Ltd. held a grand signing ceremony in Beijing, officially signing an Investment Cooperation Agreement to jointly establish Shandong Yunshi Weilan New Materials Co., Ltd.
The partnership aims to leverage multi-level, comprehensive strategic collaboration to advance the R&D, production, and market deployment of solid-state battery technology, marking a substantial step in both parties’ cooperation in the new energy sector. Under the agreement, Shaanxi Forestry Group and Weilan New Energy will establish a comprehensive strategic partnership based on their respective strengths in industrial resources, capital investment, and core solid-state battery technology.
Shaanxi Forestry Group Chairman Jia Yichao stated, “This cooperation represents a key step in Shaanxi Forestry Group’s strategy to develop the new energy industry and promote green development. By leveraging our strengths, we will work closely with Weilan New Energy in technological innovation, market expansion, and industry chain collaboration, contributing to the achievement of China’s ‘dual carbon’ goals.”
Company Overview and Production Plans
Shandong Yunshi Weilan New Materials Co., Ltd., registered in Zibo City, will focus on the R&D, production, and sales of solid-state batteries, energy storage batteries, and battery management systems. The company will adopt Weilan New Energy’s solid-state battery technology, targeting markets such as renewable energy storage, grid peak shaving, and industrial & commercial storage. The first production line will involve an investment of RMB 1.2 billion and will be located at Weilan Haibo (Zibo) New Energy Technology Co., Ltd.’s existing facility. Plans are also underway to establish production bases in Nanjing and other locations, with the goal of achieving large-scale production as quickly as possible and securing a leading position in the new energy storage industry.
Weilan New Energy Chairman Yu Huigen emphasized, “With its high safety and energy density advantages, solid-state battery technology has become a key path for upgrading the energy storage industry. This cooperation will accelerate the adoption of solid-state batteries in the storage market.”
Deepening Cooperation: Market Orders and Capacity Planning
As part of the collaboration, both parties have simultaneously initiated market-based orders and technology deployment. Guohai (Tianjin) Trading Co., Ltd., a subsidiary of Shaanxi Forestry Group, signed a procurement agreement with Weilan New Energy for 4 GWh of solid-state cells and energy storage equipment, with a total contract value of approximately RMB 4 billion.
Through a “market-driven technology” model, end-market demand will guide the industrialization of solid-state battery technology, accelerating its application in grid-side storage and green energy transformation for high-energy-consumption enterprises.
Signing Ceremony: Drawing a New Blueprint for New Energy
The joint venture agreement was signed by Sun Ruohai, General Manager of Shandong Yunshi, and Wei Jizhou, General Manager of Weilan New Energy’s Energy Storage & Power Division. The ceremony was attended by Jia Yichao, Chairman of Shaanxi Forestry Group; Tan Mengzhou, General Manager of the Investment Management Center; Zhang Jialin, Deputy General Manager; Zhao Guanghui, Technical Director of Shandong Yunshi Forestry Development Co., Ltd.; Yu Huigen, Chairman of Weilan New Energy; and Chen Liye, Deputy Secretary, among others. The signing marks the official launch of their cooperation and injects new momentum into the technological breakthroughs and commercialization of China’s solid-state battery industry.
