According to EnergyTrend, on October 8, the Ecological and Environmental Bureau of Meishan City, Sichuan Province issued an announcement on the acceptance of the environmental impact assessment documents for the Intelligent Technology Upgrade and Renovation Project of High-efficiency Crystalline Silicon Solar Cells.

Documents show that Tongwei Solar (Meishan) Co., Ltd., a core subsidiary of Tongwei Co., Ltd., plans to carry out technical upgrading and renovation. At present, Tongwei Meishan mainly produces solar cells, operating more than 20 automated production lines with a daily output of several million cells.

Since its establishment, Tongwei Meishan has implemented four phases of projects. Previously, the plant’s designed annual capacity stood at 52.5 GW across five workshops (S1–S5), all adopting the TOPCon process.

As indicated in the documents, the proposed renovation will conduct intelligent technical upgrading on the existing production lines for N-type high-efficiency crystalline silicon solar cells in Workshops S2 and S4.

The adjustments after renovation are as follows:

  • Workshop S2 will add photolithography printing and stripping & cleaning processes. Its annual capacity of 8.35 GW will be raised to 11.9 GW.
  • For Workshop S4, the rear-side laser SE process will be replaced with photolithography printing; the half-cut + passivation processes will be relocated to Workshop S3, and stripping & cleaning processes will be newly added. Workshop S4’s annual capacity of 12 GW will be adjusted to 20.5 GW.
  • The planned construction of the 12.5 GW/year N-type high-efficiency crystalline silicon solar cell production line in Workshop S3 will be completely cancelled, with relevant production equipment dismantled. Workshop S3 will be retrofitted to implement multi-cut + passivation processes supporting Workshops S2 and S4.

The total investment for this renovation project amounts to RMB 200 million, and construction is scheduled to be completed in January 2028.

Upon completion of the renovation, the combined annual capacity of Workshops S2, S3 and S4 will be reduced from 32.85 GW to 32.4 GW, and the overall annual capacity of Tongwei Meishan will be adjusted from 52.5 GW to 52.05 GW.
