The National Standards for Wind Power Interconnection will Lead to the Direction of Grid Friendly

The national standards for wind power interconnection will be introduced at the beginning of next year. Cai Jianyun, the professor of tie electrical engineering department in Tsinghua University, said that the framework of the national standards comes from the Rules on Enterprise Standards published by the State Grid Corporation of China (SGCC) in last December. After the comprehensive discussion of wind power experts, wind turbine manufacturers and down-stream enterprises, the revised standards draft has been submitted to the National Energy Administration for approval.

The national standards for wind power interconnection include the control technology, the forecasting technology and the power storage technology of wind turbine. Besides, the new national standards also raise the detailed provisions and regulations on the technical index and operating performance of wind power interconnection and wind farm.

To implement the national standards, China will release the testing and certification systems of wind power interconnection, which will provide wind turbine manufacturers with the testing space and equipments.

Besides the national standards, the State Grid also establishes the benchmark for grid friendly wind power station. On Nov. 4th, 2010, the Dongshan wind power station owned by China Datang Cooperation Renewable Power Co., Ltd. has been appraised and checked by Northeast China Grid Co., Ltd., which will be the first grid friendly wind power station in China.

Compared with the normal wind power stations, the grid friendly wind power station has three features: the first is that the wind turbine has the competence of the active & reactive power regulating and low voltage ride through (LVRT), which ensures that the wind turbine won’t fall apart with the fluctuation of power grid. The second is that the wind power station has the wind power forecasting system, which can fulfill the short term power forecast within 48 hours and the ultra-short period power forecast from 15 minutes to 4 hours. The third is that the optimizing configuration for the active & reactive control system can achieve the remote control

In order to decrease the operation risk after the wind power is switched into the power grid, the State Grid is implementing the test and transformationof the LVRT competence for wind turbines and wind power stations. The huge transformation cost is the obstacle factor for wind turbine suppliers and wind power station owners. It is expected that the transformation cost for the current wind turbines is up to RMB 7 billion yuan.
