On June 17, the Yibin Municipal Bureau of Ecology and Environment in Sichuan Province released the Environmental Impact Report Form for a 5GW High-Efficiency Photovoltaic Module Intelligent Manufacturing Project.
The report shows that the project is being developed by Yibin Gaotou Cultural Tourism Investment and Construction Co., Ltd. The construction site is located in the Yibin High-tech Industrial Park, Yibin City, Sichuan Province. This is the first time the project has been submitted for approval. The project is classified as a new (relocated) construction.
The project has a total investment of 1.5 billion yuan and a construction period of 8 months. It will cover an area of approximately 250 mu (about 16.7 hectares), with new buildings including production workshops, raw material and finished goods warehouses, a solid waste storage facility, and a comprehensive office building. Upon completion, the project will have an annual production capacity of 5GW of high-efficiency photovoltaic modules.
According to public records, Yibin Gaotou Cultural Tourism Investment and Construction Co., Ltd. was established in September 2023. The legal representative is Luo Tianxin, and the company has a registered capital of 200 million RMB. Its business scope includes tourism development project consulting and planning, landscape engineering construction, among other areas.
The company is majority-owned by Yibin Gaoxin Investment Group Co., Ltd., which in turn is a subsidiary controlled by the State-owned Assets Supervision and Administration Commission (SASAC) of Yibin City.
